TOBCO Completes Ulan Village Green: A Premier Accommodation Site for Remote Workers

Nestled in the coal mining fields north of Mudgee in New South Wales, Ulan Village Green stands as a model of modern, comfortable accommodation for remote workers. Designed to meet the unique needs of the workforce in the Mudgee area, this village offers a blend of functionality, comfort, and community.
TOBCO, renowned for its proficiency in civil infrastructure and electrical construction, delivered this project. From collaboration with Engineering Design Partners, Barnson, TOBCO’s involvement ensured that every aspect of the village was crafted with precision and care. Ulan Village Green and TOBCO's Comprehensive Involvement

Ulan Village Green was conceived as a haven for remote workers, providing temporary accommodation for the exhausted mine workers at one of the 6 local mines. Avoiding the need to drive all the way back into town and solving an OH&S problem that had long existed. TOBCO along with the Ulan owners were able to quickly and efficiently build the village from a bare block of dirt to what is now a 200 person self contained facility. TOBCO’s role in this project was multifaceted, covering every stage of development and construction.
1. Planning and Design:
  • TOBCO’s team collaborated with the building designers and stakeholders to design a village that balances comfort, practicality, and sustainability. Detailed planning ensured that all facilities would meet the highest standards of quality and BCA requirements.
2. Civil Infrastructure Development:
  • Sewage Treatment Plant: A state-of-the-art sewage treatment plant was installed and commissioned to handle the waste management needs of the village. This included a large irrigation area that included above-ground and subterranean irrigation as well as settlement ponds and landscaping.
  • Footpaths and Car Parking: A large area of stabilised pavements including lime stabilisation, concrete pavements and spray sealed sections comprised the car and bus parking areas. Comprehensive footpaths were laid throughout the site, enhancing accessibility and convenience for residents.
  • Drainage: Kerb and guttering, subsoils and stormwater drainage was installed as well as rooftop collection of grey water for recycling and use throughout the village for toilets.
3. Construction of Accommodation and Facilities:
  • Private Rooms: TOBCO constructed 200 private rooms, each featuring an ensuite bathroom. These rooms are designed to offer privacy and comfort, catering to the specific needs of remote workers. Each building had awnings, walkways and stair and disabled access. 
  • Recreational and Common Areas: The village includes a common room, a recreation room, and a well-equipped gym and fitness centre, fostering a sense of community and promoting wellness.
  • Kitchen and Dining Facilities: A fully operational 24-hour kitchen provides three nutritious meals a day, ensuring that residents are well-fed at all times.
4. Implementation of Essential Services:
  • Laundry Facilities: Convenient laundry services are available on-site, adding to the self-sufficiency of the village.
  • Power Management: Power to the site was expertly managed by TOBCO as an Accredited Service Provider Level 1 & 2. All electrical services to the kitchen and accommodation rooms were handled in-house, including a backup generator to provide power during blackouts or emergencies.

Comprehensive Facilities


  • Private Rooms: 200 private rooms with ensuite bathrooms provide a personal and comfortable living space for each resident.

Recreational Facilities:

  • Common Room: A spacious area for residents to relax, socialise, and unwind.
  • Recreation Room: Equipped with entertainment options, this room serves as a hub for leisure and conference activities.
  • Gym and Fitness Centre: A modern fitness centre to help residents maintain their health and fitness.

Essential Amenities:

  • Laundry Facilities: On-site laundry services for the convenience of the residents.
  • Car Parking: Ample parking spaces are available to accommodate all residents’ vehicles.


  • 24-Hour Kitchen: A fully operational kitchen serving three meals daily, ensuring residents have access to nutritious food around the clock.


  • Sewage Treatment Plant: A dedicated plant ensures efficient waste management.
  • Footpaths: Well-laid footpaths throughout the village facilitate easy movement.
  • Carparking: Large areas of pavement had to be stabilised to facilitate car, bus and truck parking.
  • Drainage: stormwater and greywater collection and recycling
