We are a privately-owned company and our directors have over 40 years’ experience in some of Australia’s major infrastructure projects both holding senior positions for tier one construction companies.
We pride ourselves on being a hands-on, self-performing contractor. TOBCO undertakes small to medium sized construction projects up to $50M in value, with particular expertise in utility infrastructure.
In NSW, we are an Accredited Service Provider. This means that we are authorised to work to Ausgrid, Endeavour Energy and Essential Energy’s networks. In addition to this, we also hold RMS pre qualification to work on roads, bridges and traffic signals.

TOBCO: Building the Future with Diversity, Safety, and Innovation
Civil engineers, who together boast over 40 years of industry experience, Sam Turnbull, among others, worked together at Abigroup and Tenix and were enthusiastic about starting their own engineering venture. They saw an opportunity to venture into the electrical industry in 2012 with Bedrule Pty Ltd. Trading as Australian High Voltage, the company quickly achieved success. In 2013, Sam and the team acquired Tirawley Pty Ltd., an Accredited Service Provider (ASP) Level 1 contractor, which had been providing electrical infrastructure services in Sydney for well over a decade.
Australian High Voltage (AHV), moved on to become an ASP Level 1 and Level 2 accredited electrical engineer for NSW Electricity Distribution Network services with Ausgrid, Endeavour Energy and Essential Energy. Australian High Voltage specialised in carrying out civil electrical projects for councils and local authorities, contractors and developers. Completed works included but were not limited to new HV and LV network installations, existing network relocation, street lighting installations, substation installations and overhead line works.
In 2014, Bedrule Pty Ltd began trading as TOBCO – Turnbull O’Brien Contracting – a name change that better represented the minds and combined experience behind the business. After nearly 3 years of successfully delivered engineering and electrical works in NSW, Queensland and Victoria with major players in the electrical construction industry, our clients’ continuous requests for broader services across various civil works led to the start of a new TOBCO civil division in 2017.
As an extremely hands-on, self-performing contractor, TOBCO’s Sydney civil construction works complimented the already existing electrical infrastructure work carried out by the former Australian High Voltage company.
TOBCO specialises in civil and electrical infrastructure and holds ISO9001:2016, ISO14001:2016 and ISO45001:2018 accreditations. This local NSW civil engineering company and civil electrical works specialist takes on small to medium sized projects of $20M – $50M in value and possesses particular expertise in concrete structures and earthworks. This is due to many years previous experience in major civil contracting roles.
Since 2013, TOBCO have been a member of NECA – the National Electrical and Communications Association, is the peak industry body representing the interests of the electrical and communications contracting industry across Australia.
